Wherever the delivery team's stack puts it. Data custody should be pinned down contractually before the engagement starts, not after.
The conditions it is built for
Namibian conditions: intermittent connectivity, unstable power, late data. The failure modes are specified and designed for, not discovered at launch.
The conditions of the delivery centre, which are usually excellent. Ask what happens to the system on your worst network day, and ask for the answer in writing.
What survives the handover
Documentation your auditors and successors can read, decisions in writing with the reasoning attached, and standing support from the team that built it.
Whatever the contract insisted on. Documentation is usually the first corner cut when the fixed price gets tight.
When it is the wrong answer
You hear it in the first reply. If off-the-shelf covers the job, we say so. If the work is not ours, we say that too. A mismatch caught early is cheaper for everyone.
